As always GameMaker (http://www.yoyogames.com/make) is highly recommended for starting out and proto-typing.
Can you be more specific about the type of game you want to make? There are a variety of styles for RPG games: Diablo (3rd person, character types and hack & slash), Baulders Gate (class based, party mechanics and quests), Morrowind (first person, free roaming and classless to an extent); and there are different engines that focus on making those types of games.

Im hoping to make a 3rdperson, class based RPG with a tactical battle system like in in GBA's medabots metabee version

Do you mean like most Japanese RPGs? i.e. you have single (or multiple) player who wanders around the world real-life, obtaining quests and doing tasks.
Then when they fight, the combat is turn-based, with each player having a set amount of action points etc?
And don't worry, Game Maker is easy to use :D

JRPG combat should be easy in GameMaker, and I've already built a Diablo-like adventure thing which, when I find the time, I'm making multiplayer; all in GameMaker.
Theorectically, JRPG style combat should be awesome to implement because you don't have to worry about akward collision detection and you can do really cool effects with worrying about interfering with the adventure part of the game.

medabots on the GBA is more of a side scrolling platformer where you battle an opponent around the 2d stage...

I see that, after finding the youTube video.
Looks a bit like Super Smash Brothers brawl - but that is only because I have seen a short 2 minute clip on it
Hmm... I think that it can be done easily by implementing aspects from the Platform tutorial (from Game Maker website). The hard part will be some accurate AI.

you know Kensai; I've been googling for screenshots and trying to find more info on the game in GameSpot. Not once did I think to look at YouTube, well done :D I was coming to the conclusion though that it was some sort of Smash Bros.
Platformers are still do able in GameMaker; heck we even have Street Fighter 2 prototypes running around somewhere

If you looking for old school rpg type thing that is very user friendly I remember messing with RPG maker back in the day. Quick easy loads of gfx sets.. but obviously you will need InvaderZim gfx.

InvaderZim: both versions of the game are the same... The only difference between the versions of the games are your starting medabot. The gameplay and style doesn change... :/

As far as I know, you could try RPG Maker XP. Costs a nasty $60 for a license, but it does allow for a 30 day free trial.
