i know its possible to make games for the PSP hombrew, but can i make a game for the PSP online store?

No. That channel is controlled by Sony. Your best bet is to either convince a publisher that you can make a good game for the PSP and have them fund you and push your game to Sony (ie: traditional game development). Or build the game homebrew, take it to publishers or Sony and convince them that it should be on the online store...

Wasn't Everyday Shooter (think thats the title) made by one guy and published on PSN?
Think there is a team in Sony looking at independant dev games to put onto PSN if they are very good.
That is for PS3 but I suppose if you can build something very good with a homebrew kit for PSP and show the guys at Sony as dislekcia said, there might be chance.

Everyday Shooter and flOw were both developed for PC by indies. After they received insane amounts of critical acclaim, the PSN guys picked them up with full funding to produce PS3 versions of the games.

aah, ok. Did not see the shooter yet but flow is pretty cool idea, will probably get both soon as I get ADSL at my new place (3 weeks and counting, lovely Telkom timetable :s

Everyday Shooter is stunning, there is a review of it in the upcoming March issue of NAG. It's really bold and experimental, but doesn't sacrifice core game dynamics just to be arty.

And it's hard.
