Is your Xbox profile Live-enabled?

Hmm, it could be a number of things unfortunately.
It might be worthwhile to check what the network settings are on your router.
And if sharing is enabled, this is simple in Vista... not so simple in XP :( (google is your friend)
Urm, you are also aware that to deploy XNA games to your Xbox from your PC you need a creator's club membership, right?

Yeah, order of debug questions as follows:
1. Is your 360 connected to the internet?
2. Can you download XBLA games, send messages to friends or play online on your 360?
3. Do you have a Creators Club subscription?
4. If you do, have you downloaded the client for your 360?
5. Do you have VC# 2008 Express and XNA Game Studio 3 installed on your PC?
6. Have you exchanged verification keys with your PC and set up the connection through VC# 2008?
Start at 1 and tell us what you've got ;)

It sounds like your Xbox user profile isn't a Live profile. What is your Xbox username so that we can look on Xbox.com and see if you're enabled or not?
To deploy content to your Xbox you need to be signed in as a profile with Creators Club membership on Live and running the XNA Game Studio Connect app on your 360. Then you compile and deploy Xbox 360 projects on your PC and it squirts them over the network to your box.

Oldtimer12 is my username . Ok once they are on my xbox do i have to remain online to play them ? or can i run them from my hard drive when ever i want to ? . . . . . And yes it is switched on and has all the latest updates .

Ok, looks like you do have a Live enabled profile. Can you still not sign in to Live on your Xbox, even though the network test says you're connected?
You need to be signed in on Live to run Creators Club content, this is so they can be sure you have a valid subscription.
