I'm not sure how this happened, but I've got a quest for the vanishing Oasis, but its... vanished?

I know I played on the level at least once, and I can access the Demonic Library (which I think is part of the same progression). I have no quests for the Demonic Library though, and I have a feeling I can't unlock the vamp until I do.

The level was removed a couple versions back.

Ah. I missed that.

How do I trigger vamp quest then?

To get the vamp quest you need to unlock Vicious Halls of Steel by beating Hard Halls of Steel with four different classes.
