Is the Watcher new to this dungeon? I assume that this is the same cloaked figure that convinced the nagas to declare war on the northern empire, and then convinced the imperial leaders to conjure the Avatar (or something like him), and then also convinced Namtar to start studying death magic.

The figure is totally Horatio, by the way.

Probably something like that. I really hope there's a lore section in the codex. I'm starting to forget stuff.
