Prep 'Quest items' seems broken

For the steam version (also posted in the steam forum):
With the prep 'Quest items' I get mainly elite items. Prep 'Elite items' seems to behave normal.
Has anybody else similar problems?

I just made three quick runs as a Goblin Transmuter with Quest Items (and only that) prepared in the Venture Cave.
First run: Only quest items in shops.
Second run: 1 Elite Item (Keg o'Health), everything else quest items.
Third run: Only quest items
Seems to be working fine on my side, though obviously there's always some RNG in there... this was done with a full kingdom. If it's not luck, maybe it's tied to your progression somehow?

It really depends on how many quest items you have unlocked. In a totally unlocked kingdom, you will have results like TheSchachter's, but if you only have a few quest items it will be off.
