Hitting level 10 is harder than it seems. Those last few levels require an inordinate amount of XP, and you can no longer learn appreciable amounts of bonus XP under normal circumstances.
The XP table:
level 2 - 5 XP / 5 total
level 3 - 10 XP / 15 total
level 4 - 15 XP / 30 total
level 5 - 20 XP / 50 total
level 6 - 25 XP / 75 total
level 7 - 30 XP / 105 total
level 8 - 35 XP / 140 total
level 9 - 40 XP / 180 total
level 10 - 45 XP / 225 total
That final stretch is vast. Going from level 8 to level 10, in my opinion, requires about as much effort as going from level 1 to level 8. As veterans we know this and account for it, often throwing massive sums of resources into assuring those final level-ups (seriously, count up how much MP you're using on WEYTWUT or WONAFYT farming; we're throwing away mountains of resources doing it, all the while singing its praises). It's easy for us to overlook the significance of that, since we know so many tricks to facilitate those final level-ups, but earning those last few levels is hard
under standard conditions with no source of additional bonus XP.
So no, I'm not surprised that your Paladin of Binlor, who probably didn't have WEYTWUT, didn't hit level 10 before the boss kill. Certainly unusual on an XP-happy scenario like Demonic Library, but not surprising.
