Unlock requirements for Thief Gold?

So someone just posted a comment on my video for Thief Gold, asking how to unlock it. It seems that they've beaten Thief Silver but that the challenge is still locked, and that the hint for unlocking it is to "accumulate wealth!". I don't recall ever having to do anything beyond completing Thief Silver to unlock Thief Gold, so I'm wondering if anyone else knows what the requirement is (it sounds like it might be a Bank upgrade?)
