New enemies too early?

Are we getting new monsters before we should? I had messages about wraiths and goats when I upgraded the fighter and mage areas to lvl2. I know in the alpha that was the way it worked. I have bandits right now, and I know those didn't come till later in the alpha, either. Is this intended?
