This is actually something I tested a while back, and noted it on this page on the wiki.
http://www.qcfdesign.com/wiki/DesktopDu ... alk:PISORFTL,DR: Hitting a wall with Knockback damage does full Knockback damage; Pisorf has 60% Knockback strength (60% of your base attack); hitting an enemy with Knockback however deals roughly 4/5ths or 80% of the full Knockback damage, which in the case of Pisorf (having 60% of your base) equals 48% of your base attack.
Haven't tested it to exact values, but I testing with a range of different base attack values and these findings were always consistent.
